The reason for declaring a voyage anticipated Reformed which can be held to be a voyage after 7 days to be ready in case of 10 days is to secure that there is a sufficiency of provisions in case of any unforeseen delay or breakdown. It when the Course has been adopted in all cases of passenger ships.
